The reply to (11) should I think state

that so far as Hong Kong is concerned, all

European brothels were closed by the end of

1931; all Chinese and Japanese brothels

outering for Europeans were closed by July,

1932;

no further prostitutes are to be

admitted to Chinese brothels; no transfers

of prostitutes from one brothel to another

may be made, and no prostitute may return

to a brothel after an absence of a month or

more; no new prostitute may now be regis-
